No. same goes for all states. The game animal itself (deer, grouse, whatever) is the property of the State.
The only exceptions are legitamite game ranches and hunting clubs, and thats because they stock thier land themselves.

I don’t know about NY, but in the state that I live in, you can hunt on property that you own or have rented for agricultural purposes without a license. Deer and turkey permits are still required but at a discount. The state recognizes that farmers are the ones that feed the game that the state collects money on for hunting.
